For exactly 55 minutes between 4:12 a.m. and 5:07 a.m. on Wednesday the national electric system managed to meet total demand, a feat not achieved since February 8. Residents of Havana’s Nuevo Vedado neighborhood reported a stark visual difference, with the city’s skyline appearing fully lit for the first time in months. This brief truce in the energy crisis was accompanied by the reappearance of buses on major avenues in municipalities like Cerro and Diez de Octubre, signaling a modest "shot of fuel" for a public transit system that has been largely paralyzed.
Impact of the Russian Crude Donation
The sudden uptick in activity is directly attributed to the arrival of the Russian tanker Anatoly Kolodkin, which delivered approximately 730,000 barrels of crude to the port of Matanzas on March 31. Because Havana’s own refinery remains offline, the shipment was processed at the Cienfuegos refinery over a period of 12 to 15 days. The resulting derivatives including gasoline, diesel, fuel oil, and liquefied gas are now being distributed to power plants and transportation hubs. According to government data, this specific shipment is expected to cover roughly one-third of the national energy demand for 30 days.

The arrival of the fuel has been heavily leveraged by state-aligned social media accounts and high-ranking officials. Vice Foreign Minister Josefina Vidal and other pro-government voices have utilized images of a glowing Havana to suggest a broader recovery. However, critics and independent observers note a disconnect between the "grandiose" social media campaign and the reality on the ground. For many citizens, the reappearance of a few buses and an hour of electricity represents a fleeting miracle rather than a sustainable resolution to the systemic infrastructure decay.
