The address stood in sharp contrast to the 2025 speech by Vice President JD Vance, which many attendees recalled as a "shock moment" of verbal assault on European domestic policies. While Vance had lectured allies on their reliance on U.S. support, Rubio couched his critiques in a framework of shared responsibility. He argued that both the U.S. and Europe had succumbed to a "dangerous delusion" following the Cold War, allowing supply chains to become overdependent on rivals like China and neglecting national defense for the sake of borderless globalization. Despite the shift in delivery, the underlying message remained firm: the U.S. expects its partners to transition from "overdependence to interdependence".
European Leaders Reject Labels of "Decadence"
The reaction from European capitals was a complex mix of relief and firm rebuttal. EU Foreign Policy Chief Kaja Kallas led the pushback on Sunday, explicitly rejecting Rubio’s characterization of the continent as facing "civilizational erasure". Addressing the conference a day after Rubio, Kallas dismissed the notion of a "woke, decadent Europe," pointing out that people from across the globe, including Canada, still seek to join the European Union. British Prime Minister Keir Starmer echoed this sentiment, defending the strength of diverse, free societies and warning that any retreat into complacency would be a strategic mistake.
