Details of the Self-Checkout Manipulation Scheme

According to the Hillsborough County Sheriff's Office, the investigation began after detectives identified a consistent theft pattern at four different Winn-Dixie locations throughout the county. Surveillance footage captured Mitchell during numerous transactions where he appeared to be manipulating the self-checkout systems. A key piece of evidence used by investigators to identify Mitchell was his repeated use of the same loyalty number during each fraudulent transaction. This digital trail allowed the Retail Theft Unit to link more than 100 separate incidents to a single suspect over the course of the eight-month period.

The stolen merchandise consisted of various high-value and household grocery items. Investigators reported that Mitchell failed to pay full price for items including multiple packs of steaks, chicken wings, laundry detergent, diapers, and toilet paper. By the time of his arrest in February 2026, the aggregate value of the stolen goods reached nearly $10,000. Sheriff Chad Chronister emphasized that such organized retail theft schemes drive up prices for hardworking families and that the department remains committed to holding repeat offenders accountable.

Legal Charges and Criminal History

Following his arrest, Julian Mitchell faced a series of serious charges related to the theft spree. The HCSO Retail Theft Unit booked him on two counts of Retail Theft of $3,000 or more, one count of Retail Theft or Coordinated Retail Theft of $750 or more, and one count of Possession of a Controlled Substance. Additionally, investigators determined that Mitchell was on active probation at the time of the thefts, stemming from a prior case with the Tampa Police Department that began in December 2025.

Because of his active status, Mitchell also faced multiple violation of probation charges. These additional counts included Violation of Probation for Cocaine (Sale/Manufacture/Delivery), Violation of Probation for Cocaine Possession, and Violation of Probation for Marijuana. The coordination between retail partners and the HCSO Retail Theft Unit was cited as a primary factor in identifying the scale of Mitchell's activities and securing the necessary warrants for his arrest in early 2026.
