The foundation for these compensation payouts rests on a comprehensive 2023 report which estimated that at least 4,815 children and vulnerable adults were subjected to sexual abuse by clergy members—primarily priests—since 1950. The investigation shed light on a long-standing culture of silence and the institutional failure to protect the most vulnerable within the Church's care. Following the report's release, the Church established a formal mechanism for survivors to come forward and request financial restitution, leading to the current wave of approved claims.
Breakdown of Compensation and Eligibility
The Portuguese Bishops' Conference detailed a specific breakdown of the reparation process, noting that 95 individuals initially submitted requests for compensation. Out of these, 67 were deemed eligible, while others were excluded due to procedural discrepancies or failure to engage with the commission's requirements. For the 57 claims already finalized, individual payments range significantly from 9,000 euros to 45,000 euros, depending on the severity and circumstances of the case. Nine additional cases remain under final review to determine appropriate settlement amounts.

In a public statement accompanying the announcement, the CEP reiterated its deep regret for the "harm caused" by its members. The bishops clarified that the financial program is not intended to "undo the consequences" of the abuse but serves as a tangible acknowledgment of the survivors' suffering.
