Discovery Behind the Riverside Courthouse

The investigation began in the early hours of Thursday, March 12, when Riverside Police were dispatched to the intersection of 12th Street and Main Street around 2:30 a.m. Officers arrived to find a male victim suffering from severe stab wounds. Shortly after, a second victim was discovered a short distance away on Orange Street, just south of 12th Street. Both individuals were pronounced dead at the scene by Riverside Fire Department paramedics. The victims were later identified as 54-year-old Richard Hinds and 57-year-old Corrina Segovia, both of whom were well-known members of the local homeless community.

The Tracking of a "Violent Predator"

Following a week-long investigation, detectives from the Robbery-Homicide Unit utilized transit records and surveillance to identify 28-year-old Cesar Aguirre as the primary suspect. Investigators determined that Aguirre had traveled from Perris to downtown Riverside on a Riverside Transit Agency (RTA) bus that morning. According to the police report, Aguirre walked down 12th Street where he fatally stabbed Hinds before continuing to Orange Street to attack Segovia. Riverside Police Chief Larry Gonzalez characterized the attacks as "unprovoked" and described Aguirre as a "violent and dangerous predator" who targeted the city's most vulnerable residents.

Arrest and Legal Charges

Aguirre was apprehended at his residence in Perris without incident. On Wednesday, March 18, the Riverside County District Attorney’s Office officially filed two counts of murder against him. During the initial processing, authorities noted that no clear motive has been established for the killings, as there appeared to be no prior relationship between the suspect and the victims. Aguirre is currently being held at the Robert Presley Detention Center in lieu of $2 million bail.
