Phelan, a former investment executive and major political donor, had been confirmed to the post in March 2025. Acting Secretary Hung Cao Takes Command
Undersecretary Hung Cao has been designated as the acting secretary of the Navy to fill the sudden vacancy. Cao, a 25 year veteran of the Navy who retired at the rank of captain, previously sought a U.S. Senate seat in Virginia before being confirmed as undersecretary in October 2025. He is the first Vietnamese American to lead the service in an acting capacity, bringing significant combat experience from deployments in Iraq, Afghanistan, and Somalia. Abrupt Departure Following Industry Keynote
The timing of Phelan's exit has surprised many within the defense community, as it occurred only 24 hours after he delivered a keynote address at the Sea, Air, Space Exposition in National Harbor, Maryland. During his Tuesday speech, Phelan aggressively defended the administration’s "Golden Fleet" initiative and the development of the Trump class battleship, dismissing critics who viewed the platforms as too costly or vulnerable. There was no indication during his public appearance or subsequent meetings with the House Armed Services Committee that he was on the verge of leaving the administration, suggesting the decision was made with little advance notice.
