Betrayal of Trust in Specialist Home Care

A Bensalem Township family is reeling after home security footage allegedly revealed systematic abuse by a nurse hired to provide life-critical overnight care. Cindy Desser was employed through Dynamic Home Health Care to monitor a 3 year old girl born prematurely with complex medical needs affecting her heart and lungs. The parents initially believed Desser was a premier candidate, citing her two decades of experience in home care and specific background with pediatric lung diseases as the primary reasons for her hire.

The Discovery of Video Evidence

The investigation into Desser's conduct began under unusual circumstances in October 2025. According to the criminal complaint, Desser allegedly showed the family a video of herself assaulting a different child. This disturbing interaction prompted the parents to review their own internal surveillance recordings. Upon inspection, they allegedly discovered footage of Desser smacking and slamming their daughter. The parents also reported instances of the nurse sleeping while she was tasked with monitoring the child’s life-sustaining equipment.

Life Threatening Negligence and Physical Signs of Abuse

The most harrowing evidence reportedly involves the child’s tracheostomy tube, which provides a direct airway to her trachea. Video footage allegedly captured the child accidentally pulling the tube out, followed by a slow and negligent response from Desser. As the child struggled to breathe, Desser was allegedly heard on camera scolding the toddler for the accident. Furthermore, the mother reported finding bruises on the girl during diaper changes, which medical professionals at the Children’s Hospital of Philadelphia indicated were consistent with forceful thumbprints.
