The commencement of Kite Route Crossing marks the first time the Town of Superior has hosted an entirely income- and rent-restricted residential property. The $26.4 million development is specifically designed for residents aged 55 and older who earn up to 70 percent of the Area Median Income (AMI). By targeting this specific demographic, Pennrose and its partners are addressing a critical gap in the local housing market, providing seniors with the opportunity to remain in their community despite rising living costs.

Complex Financing and Institutional Support

The realization of the project involved a sophisticated capital stack involving both public and private entities. The Colorado Housing and Financing Authority (CHFA) provided the foundational support by allocating federal and state housing tax credits. Private capital played an equally vital role, with JP Morgan Chase & Co. issuing the senior construction loan and Berkadia providing the permanent financing. This synergy between government tax incentives and institutional lending underscores the specialized nature of affordable housing development in the current economic climate.

Sustainable Design and Modern Infrastructure

Kite Route Crossing is designed with a forward-looking emphasis on environmental sustainability. The 2-acre site at 2101 Old Rail Way will feature a fully electric-powered building, reducing the long-term carbon footprint of the community. The architectural plan includes 44 one-bedroom and six two-bedroom apartments, all featuring modern conveniences such as in-unit washers and dryers and walk-in closets.
