Speaking to reporters on April 3, the Mayor disclosed that 78 staff members at schools and after-school facilities have been suspended in the first three months of 2026 alone. Of those, 31 were removed due to suspicions of sexual violence—a figure that nearly doubles the 16 suspensions recorded for similar offenses in all of 2025. In a candid interview with Le Monde, Mr. Grégoire acknowledged that the city’s previous approach to such allegations was flawed, often treating them as isolated incidents rather than symptoms of a broader failure. He pointed to a specific nursery school where nine staff members were suspended for physical or sexual violence as evidence of a "systemic risk" and a potential "code of silence" among management. Parents have expressed outrage, accusing school officials of withholding information and failing to protect kindergarten pupils, whom the Mayor identified as particularly vulnerable.
The €20 Million Action Plan
To address these failures, the Mayor has pledged an immediate investment of €20 million (approximately S$29.7 million) toward a comprehensive security and reform strategy. A central pillar of this plan is the establishment of an independent commission with "absolute freedom of speech" and full access to city records. This body will be tasked with a "ground up" review of how school monitors are recruited, trained, and monitored. The objective is to identify and close loopholes that have allowed individuals with predatory intent to slip through the city’s vetting processes.
