The leadership of the Orange Democratic Movement has moved to suppress rumors that the party’s administrative machinery has been paralyzed by internal strife. National chairperson Gladys Wanga addressed public concerns on Wednesday, refuting the idea that embattled Secretary General Edwin Sifuna holds a veto over party spending. Wanga clarified that the party’s ability to conduct its National Delegates Conference remains intact, specifically countering the narrative that Sifuna has held the organization hostage by refusing to sign off on essential budgetary allocations.

The Architecture of Internal Fiscal Control

According to Wanga, the constitutional framework of the party ensures that no single individual can obstruct its financial obligations. She explained that the party manages its accounts through a system of seven distinct signatories, designed to maintain operational continuity during leadership disputes. While Sifuna remains a signatory to the accounts, Wanga emphasized that he is not a mandatory one, meaning the party can legally and effectively bypass his signature to move forward with its scheduled political undertakings.

The Primacy of the National Treasurer

In clarifying the hierarchy of party spending, Wanga identified National Treasurer Timothy Bosire as the pivotal figure in the party’s financial governance. According to Wanga, Bosire is the only mandatory signatory whose approval is required for every cheque issued by the party. Once the treasurer provides his authorization, the finance director or any two of the remaining signatories can complete the transaction, effectively neutralizing any attempts by a single official to gatekeep public funds allocated to the movement.
