The Stand-Alone Financial Dilemma
Of the eleven institutes that became stand-alone entities this year, several are forecasting that they will exceed their agreed funding caps. While the government allows these institutes to enrol "un-subsidized" students, it does not provide the corresponding tuition subsidies, forcing schools to absorb the costs.
