The Sale and Supply of Alcohol Amendment Bill, introduced by Labour MP Kieran McAnulty, successfully passed its third reading on April 1, 2026. The new law is designed to eliminate the ambiguity surrounding holiday trading for the hospitality sector. Under the previous framework, patrons were required to purchase a "substantial meal" to be served alcohol on restricted holidays, a rule McAnulty described as "ridiculous" and confusing for staff to enforce. By removing this requirement, the bill ensures that businesses already operating on these days can serve beverages according to their standard licensing hours without the pretense of a forced food purchase.
Conscience Vote Reveals Parliamentary Divide
As a matter concerning alcohol, the vote was treated as a conscience issue rather than a party bloc decision, leading to 22 separate speeches in the House. The ACT party voted as a bloc in favor, while New Zealand First and the Green Party remained united in their opposition. Within the National and Labour parties, votes were split. Supporters, such as National’s Greg Fleming, characterized the move as a mature step forward for a healthy relationship with alcohol. Conversely, opponents like Labour’s Lemauga Lydia Sosene and New Zealand First’s Mark Patterson argued that the changes sacrifice Christian heritage and solemn commemorations at the "altar of consumerism."
Key Provisions and Amendments
The final version of the bill includes an amendment from ACT MP Cameron Luxton, which allows licensed premises to remain open past midnight on the eve of a restricted holiday. This prevents an arbitrary shutdown at 11:59 pm and allows venues to finish their permitted trading hours. It is important to note that the bill does not alter the actual Easter Trading laws; bottle shops must still remain closed, and existing supermarket restrictions on alcohol sales stay in place. McAnulty emphasized that the legislation only applies to workers and businesses that were already legally allowed to be open, rather than expanding total commercial activity.
