Collapse of Major Tunneling Negotiations
A consortium led by Hyundai Engineering & Construction and Samsung C&T has confirmed the termination of a massive tunnel construction contract following a breakdown in negotiations over contractual terms. The project was intended to form the subterranean transit backbone of NEOM’s futuristic urban environments. The formal cancellation by the NEOM Company raises significant questions regarding the execution timeline for "The Line," which relies heavily on high-speed underground connectivity. The inability of the parties to agree on revised financial and technical parameters indicates a hardening of fiscal discipline within the Saudi development authorities.
Trojena Dams and The Bow Termination
In one of the most significant architectural setbacks to date, NEOM terminated its contract with Italian firm Webuild for the construction of three major dams and the iconic "The Bow" structure in the Trojena mountain destination. The project, which was approximately 30% complete at the time of the March 29, 2026, termination, was intended to create a massive freshwater lake for the region’s luxury ski resort. While Webuild stated that the $3 billion remaining in the contract backlog will be largely covered by reimbursement and demobilization costs, the sudden halt to such a mature project phase underscores a radical shift in Trojena’s immediate priorities.
