Legal Summons Amidst a Massive SAPS Procurement Crackdown
The South African Police Service (SAPS) has been plunged into a leadership crisis as National Commissioner Fannie Masemola prepares for a high-profile court appearance. The Investigating Directorate Against Corruption (IDAC) recently intensified its probe into a R360 million health tender, resulting in the arrest of 12 senior police officials last week. These officers, ranging from brigadiers to captains, face charges of fraud, corruption, and contravening the Public Finance Management Act (PFMA). Masemola was served with a notice to appear on Wednesday, March 25, 2026, marking a significant escalation in the investigation of the nation’s top law enforcement ranks.
The "Cat" Matlala Connection and Allegations of Bid-Rigging
At the heart of the scandal is Vusimuzi "Cat" Matlala, a businessman described by authorities as a central figure in the "Big Five" criminal cartel. His company, Medicare24, was awarded a lucrative contract in 2024 to provide wellness screenings and medical assessments for SAPS personnel. Investigations reveal that the company allegedly lacked the necessary technical infrastructure and staff to fulfill the contract. Furthermore, it is alleged that senior police officials misrepresented the company’s capabilities to ensure it secured the bid, despite warnings from audit units about potential fraud and Matlala's prior links to a R2 billion looting spree at Tembisa Hospital.
Masemola’s Defense: "I Cancelled the Contract"
Despite the summons, General Masemola has adopted a firm defensive stance, insisting he has committed no wrongdoing. Speaking at an event in KwaZulu-Natal, he emphasized that he personally initiated the cancellation of the Medicare24 contract after audit flags and media reports exposed potential irregularities. Masemola claims he followed due process to terminate the deal once the risks became apparent. However, investigators are reportedly examining whether top-tier management was warned of the fraud as early as May 2024, while the tender was still being adjudicated.
