A Surge in Aggression at Public Facilities
The council spokesperson noted that the increase in reports is partly due to a new internal push for staff to document every interaction to better identify patterns. The reported incidents include:
Aquatic Facilities: Visitors ignoring lifeguard instructions, breaking safety rules, and littering.
Public Property: Intentional damage to council assets and aggressive confrontation with maintenance crews.
Verbal Harassment: Targeted use of aggressive language toward lower-paid workers out on the city streets.
