Moscow Claims "Full Liberation" of Luhansk as Kyiv Disputes Front-Line Gains

Conflicting Battlefield Reports
The Russian Defense Ministry’s statement credited units of the "West" military grouping with completing the "liberation" of the region, which Moscow refers to as the Luhansk People’s Republic. While over 99% of Luhansk has been under Russian occupation for nearly two years, a small sliver of land near the administrative borders had remained contested. In contrast, a Ukrainian military spokesperson characterized the Russian claim as unfounded, stating that the front lines in the Luhansk area have remained static for the past half-year.
Strategic Objectives in the Donbas
Luhansk is one of the two regions—alongside Donetsk—that comprise the Donbas, Ukraine’s industrial heartland. Moscow’s claim of full control over Luhansk serves as a significant propaganda milestone, even as the "hot phase" of the war continues in neighboring Donetsk. The Kremlin reiterated its demand on Wednesday for a total Ukrainian withdrawal from the parts of Donetsk it does not yet occupy as a prerequisite for ending active hostilities—a demand the Ukrainian government has repeatedly dismissed as a non-starter and an "absurd" ultimatum.
