According to reporting by Tomer Hadar, the extension is explicitly designed to revise several technical prerequisites that currently act as barriers to Tesla’s entry, potentially reshaping the competitive landscape of the state’s mobile fleet.
Tiered Procurement and Price Segments
The government tender is structured into several specialized "procurement baskets" defined by vehicle price and intended user seniority. The most prestigious segment targets electric vehicles priced between 220,000 and 315,000 shekels, which are typically assigned to ministers and high-ranking government officials. Below this, a secondary tier includes vehicles in the 180,000 to 230,000 shekel range, while more populist categories focus on electric models priced between 130,000 and 170,000 shekels. While Chinese manufacturers currently dominate the more affordable segments, the senior categories are where Tesla models, specifically the Model 3 and Model Y, are positioned to compete alongside established rivals like the Hyundai Ioniq 5.
Technical Barriers and Necessary Regulatory Revisions
Despite the political will to include Tesla, several entrenched technical requirements in the current tender documents have historically excluded the company. One primary obstacle is the mandate for a full-sized spare wheel, a feature not typically included in Tesla’s design philosophy, which relies on tire repair kits. Furthermore, the tender currently requires the use of non-original replacement parts and demands that the government be allowed direct access to vehicle computer systems for data collection and maintenance. According to Ministry of Finance insiders, these "closed-loop" systems operated by Tesla are incompatible with existing government protocols, necessitating a series of policy adjustments to ensure an equitable bidding process.
