The Dual Pillars of Social Governance

Speaking at the 5th Singapore-China Social Governance Forum, Minister Ong Ye Kung asserted that neither the rule of law nor social norms can stand alone in managing a stable society. He described a reliance solely on "li" (social virtues) as wishful thinking, noting that misunderstandings and unruly behavior are inevitable in any community. Conversely, he warned that an over-dependence on "fa" (the law) creates a cold society where individuals only comply under the watchful eye of authorities, lacking genuine kindness and care.

Legislative Evolution in a Changing Society

Minister Ong highlighted Singapore’s proactive approach to legislative updates, citing the 2025 enactment of the Maintenance of Racial Harmony Act. This new law was designed to address secular racial issues that do not fall under the existing Religious Harmony Act, reflecting the evolving nature of social friction in the Republic. By modernizing these legal tools, the government aims to provide a clear framework for dispute resolution while continuing to uphold the foundational priority of maintaining peace in a multi-religious and multiracial landscape.

Addressing Digital Misinformation and Media Integrity

The forum also touched upon the challenges posed by digital technology, specifically the rapid spread of misinformation. Minister Ong explained how Singapore utilizes the Protection from Online Falsehoods and Manipulation Act to counter digital lies. To complement these enforcement measures, the government restructured print media into a trust supported by public funds, ensuring that citizens have consistent access to accurate and reliable information, which is essential for informed community dialogue.
