A New Blueprint For Creative Infrastructure
Nigeria has initiated a significant structural overhaul of its cultural and artistic sectors through the inauguration of four specialized drafting committees in Abuja. Barr Hannatu Musa Musawa, the Minister of Art, Culture, Tourism and Creative Economy, explained that these groups will focus on Policy and Strategy, Programmes and Implementation, Stakeholder Engagement, and Monitoring and Evaluation. The primary objective is to design comprehensive policy and financing frameworks that can support the arts, culture, and tourism sectors. According to Musawa, this move is essential to transition the industry from a fragmented state into a coherent pillar of national development.
Bridging The Economic Performance Gap
Despite the significant global influence of Nigerian culture, the sector currently accounts for only 2.3% of the national output, a figure the government views as insufficient. Musawa highlighted that the industry is currently hindered by governance fragmentation, weak enforcement of intellectual property rights, and a persistent lack of accessible financing. Under the current administration’s Renewed Hope agenda, the ministry has established ambitious benchmarks to rectify this imbalance. The goal is to facilitate a 100 billion Naira contribution to the Gross Domestic Product while creating two million employment opportunities for the youth by the year 2030.
Reforming Institutional Architecture For Youth
The newly formed committees have been explicitly charged with reviewing the existing institutional structures to eliminate overlap and clarify administrative responsibilities. Musawa urged committee members to view their tasks as a vital component of nation building rather than mere administrative rhetoric. She emphasized that the entrepreneurs and young creatives who form the backbone of the industry deserve a governance framework that actively supports their growth. By streamlining how the creative economy is managed, the ministry intends to position the sector as a primary driver of Nigeria’s future economic stability.
