Minister Intervenes After Kaipara Council Rejects Northland Governance Overhaul
Local Government Minister Simon Watts intervenes after Kaipara District Council refuses to join a regional plan for a major Northland governance restructure.

A Fractured Regional Front
The proposed reforms represent the most significant change to Northland’s governance since the 1989 amalgamations. The goal is to establish a new governance structure potentially one or two unitary authorities in time for the October 2028 local elections. However, KDC has yet to even bring the decision document to a council meeting, citing serious reservations about the impact on its community.
Minister Watts emphasized that he has met with Northland leaders multiple times this year, stressing the importance of a regional "By Northland for Northland" approach. "I have asked my officials to work with Kaipara District Council on their intentions," Watts stated, noting that the government is closely watching how regions collaborate on these reforms.
Kaipara’s Concerns: Representation and Cost
Kaipara Deputy Mayor Gordon Lambeth defended the council’s hesitation, citing several primary concerns that have made the regional plan unpalatable for KDC:
Loss of Representation: Fear that a centralized Northland authority would dilute the voice of Kaipara ratepayers.
