Milwaukee Police Officer Josue Ayala is at the center of a criminal investigation regarding the abuse of department-authorized surveillance tools. An eight-year veteran of the force, Ayala is accused of misusing the Flock Safety license plate reader system to track individuals in his personal life. The Milwaukee County District Attorney’s Office filed criminal charges against him on February 24, 2026, citing one count of attempted misconduct in public office for acting in excess of his lawful authority. The case highlights ongoing concerns regarding the privacy protections and oversight mechanisms surrounding high-tech police surveillance equipment.

Scale of the Flock Safety System Misuse

According to the criminal complaint, the misuse occurred over a two-month window between March 26 and May 26, 2025. During this period, investigators allege Ayala performed 179 unauthorized searches. The data shows he targeted one victim's license plate 55 times and a second victim's plate 124 times. To circumvent internal flags, Ayala reportedly labeled each of these queries as a "bona fide investigation" within the system’s logs. However, detectives discovered that the two targets were previously in a romantic relationship, and Ayala had begun dating one of them, using the technology to monitor their movements for purely personal reasons.

Departmental Response and Policy Reform

Police Chief Jeffrey Norman expressed significant disappointment regarding the breach of ethics, stating that all members of the department are expected to uphold the highest standards of conduct. Once the allegations surfaced in December 2025, Ayala was immediately placed on full suspension. In response to the incident, the Milwaukee Police Department has reportedly implemented more rigorous auditing mechanisms to prevent similar abuses of the license plate recognition database. Chief Norman emphasized that while due process is being afforded to the officer, the department maintains a zero-tolerance policy for using official resources to facilitate personal interests.
