Federal Court Imposes Stiff Sentence For Systematic Healthcare Fraud
The U.S. Attorney’s Office for the Eastern District of Wisconsin announced the sentencing of Lenard R. Monroe on Tuesday. Chief United States District Judge Pamela Pepper ordered the Milwaukee resident to serve 11 years in federal prison for his leadership role in a massive fraud operation centered around his former business, Wellness Personal Care Service. The sentencing follows an October 2025 trial where a jury found Monroe guilty of all counts, including Medicaid fraud, violations of the anti kickback statute, wire fraud, and money laundering.
Investigation Uncovers Thousands Of Hours In Phony Healthcare Billing
Trial evidence revealed that for a period of at least three years, Monroe’s agency systematically billed Wisconsin Medicaid for home healthcare services that were never actually provided to patients. To fuel the scheme, Monroe paid over $600,000 in illegal kickbacks to a codefendant, Phillip Daniels, to ensure a steady stream of client referrals to the fraudulent agency. This exploitation of the public healthcare system resulted in the diversion of millions of dollars intended for the care of vulnerable citizens.
Exploitation Of Pandemic Relief Funds For Personal Luxury
Beyond the healthcare billing scheme, Monroe leveraged his status as a registered provider to defraud federal COVID relief programs. Authorities established that he fraudulently applied for and received approximately $250,000 in funds meant to support healthcare businesses struggling during the national crisis. Instead of using the money for business operations or employee payroll, Monroe laundered the proceeds to fund an extravagant lifestyle. Among the items purchased with the stolen funds was a limited production Dodge Demon drag racing car.
