The Security Service of Ukraine (SBU) has finalized a comprehensive evidence base against a foreign maritime officer linked to Russia’s clandestine shipping operations. In a press release issued on April 7, authorities confirmed that the captain of a shadow fleet vessel, a citizen of a Middle Eastern country, has been formally charged following his detention in Odesa in December 2025. The suspect was intercepted while attempting to facilitate the export of steel pipes under an African flag, a move investigators describe as a continuation of his long-term involvement in illicit Black Sea trade.

A History of Illegal Crimean Port Calls

Investigations into the captain’s maritime history revealed a pattern of entering temporarily occupied Ukrainian territories in violation of international law. SBU records indicate that in late 2024, the suspect navigated a sanctioned tanker into the occupied port of Kerch to load 2,000 tons of liquefied petroleum gas (LPG) intended for international markets. This was not an isolated incident; as far back as January 2021, the same vessel was documented illegally exporting approximately 7,000 tons of grain from occupied Crimea to destinations in North Africa.

Tactics of the Maritime Ghost Fleet

To maintain the anonymity of his operations and evade Western sanctions, the captain allegedly employed sophisticated deceptive measures. According to the SBU, the suspect systematically disabled the vessel’s Automatic Identification System (AIS) to obscure his coordinates during sensitive transport phases. Additionally, the investigation found that the ship frequently changed its national flag to further distance its activities from Russian-occupied ports, a hallmark tactic of the so-called shadow fleet used by Moscow to monetize assets seized during the conflict.
