Macron Issues Ultimatum On EU Credibility

Following the European Council summit in Brussels on March 19, President Emmanuel Macron emphasized that the unanimity reached by EU leaders in late 2025 regarding financial support for Ukraine is non-negotiable. "There is no Plan B, because Plan A must be honored," Macron stated, warning that failing to implement the agreed €90 billion loan would signal a "collapse" of the European Council's authority and institutional meaning. The President framed the fulfillment of this loan as a test of the bloc's "loyal cooperation" and global standing.

The Druzhba Pipeline Deadlock

The primary obstacle to the funding remains Hungarian Prime Minister Viktor Orbán, who has linked the release of the aid to the operational status of the Druzhba oil pipeline. The infrastructure, critical for Hungary’s energy supply, was recently damaged by Russian missile strikes. Orbán has publicly declared that Hungary will maintain its veto on any pro-Ukraine financial measures until the pipeline resumes transporting Russian oil, further asserting that the European Union "will not survive" without continued access to Russian energy resources.

Ukraine Commits To Rapid Infrastructure Repairs

In an effort to break the diplomatic impasse, Ukrainian President Volodymyr Zelenskyy has agreed to host an EU technical mission to facilitate the repair of the Druzhba pipeline. The Ukrainian government has committed to completing the necessary fixes within a six-week timeframe. Macron expressed gratitude for this cooperation, noting that technical assistance and funding from the EU would be directed toward the project to address Hungary’s stated energy concerns and restore regional stability.
