Machakos County Governor Wavinya Ndeti has formally addressed the violent escalation that occurred on March 31, which resulted in injuries to journalists and the hospitalization of comedian Sammy Kioko. In a public statement issued on Wednesday, the Governor expressed concern over the incident and emphasized that her administration does not condone violence in any form. The confrontation arose after Kioko and fellow comedian Tom Daktari attempted to stage a demonstration at the county government offices to demand payment for alleged supplies. While Kioko remains under medical care for injuries sustained during the scuffle with county askaris, the Governor has urged all parties to allow lawful processes to replace public unrest.
Disputed Supplier Status and Legal Representation
A central point of contention in the Governor’s address was the legal standing of Sammy Kioko in relation to the county’s procurement records. Ndeti explicitly stated that internal records do not list the comedian as a registered supplier for the Machakos County Government. She clarified that the entity responsible for the supply of inspectorate uniforms is a firm known as Movata Designs. The Governor noted that for any individual to act or demand payment on behalf of a corporate entity, they must present formal legal authorization, such as a Power of Attorney or appointment by the company, which she suggested was missing in this instance.
Administrative Backlog and Pending Bill Classification
The financial dispute stems from the delivery of uniforms during the 2023/2024 financial year, which the Governor characterized as a partial delivery. Because the items were supplied toward the close of the fiscal period, the mandatory inspection and acceptance protocols could not be finalized in time for immediate payment. As a result, the claim from Movata Designs was reclassified as a pending bill under the Public Finance Management framework. Ndeti explained that these delays are procedural rather than personal, noting that the county is navigating a complex transition of inherited debts and ongoing audits.
