Diplomatic Bargaining: Prisoners for Sanctions
The release is part of a calculated "normalization" process between Minsk and Washington. Lukashenko, who has ruled Belarus since 1994, is seeking to end years of international isolation triggered by the suppression of 2020 pro-democracy protests.
The U.S. Incentive: Envoy John Coale indicated that if all remaining political prisoners (estimated at over 1,100 by rights group Viasna) are freed by the end of 2026, the U.S. will remove all remaining sanctions related to the 2020 events.
The Humanitarian Impact: Among those freed was Marfa Rabkova, a high-profile coordinator for the Viasna human rights group who was serving a nearly 15-year sentence. Rights activist Valiantsin Stefanovic was also released.
Economic Relief and the "Russian Connection"
The U.S. Treasury has moved to drop sanctions on the Belarusian Finance Ministry and two unnamed state banks. However, Washington issued a strict caveat: these financial channels must not be used to facilitate Russian sanctions evasion or support the ongoing war effort in Ukraine.
