The Parliament of Kyrgyzstan is undergoing a fundamental shift in its operational structure with the introduction of the e-Kenesh digital platform. This initiative, developed by local specialists in collaboration with legislative staff, aims to move the entirety of committee work into a high-tech electronic format. According to the parliament’s press service, the transition will effectively end the era of paper-based workflows, replacing physical documents with tablets that provide deputies with immediate access to all agenda materials. This modernization effort is a cornerstone of Kyrgyzstan’s broader strategy to digitize public administration and enhance the efficiency of the state’s highest legislative body.
Artificial Intelligence as a Legislative Assistant
At the heart of the new system is an advanced AI module specifically designed to streamline the review of complex legal documents. Parliament Speaker Marlen Mamataliev confirmed that the artificial intelligence will analyze proposed bills and generate concise summaries to help deputies navigate the often dense and technical language of draft legislation. By explaining the core objectives and content of each bill, the AI serves as a functional tool to ensure that lawmakers are fully briefed before casting votes, thereby reducing the time required for individual document review and accelerating the overall pace of the legislative cycle.
Enhanced Remote Participation for Experts
The e-Kenesh platform also introduces significant changes to how committee meetings are conducted by facilitating remote engagement for civil servants and external experts. The system allows authorized individuals to join discussions from their workplaces or while on official travel, a move intended to improve coordination and ensure that expert testimony is not hindered by geographical barriers. While key speakers are still required to attend sessions in person to address direct questioning from deputies, the remote access feature is expected to broaden the pool of expertise available to parliamentary committees during the deliberative process.
