Exclusion from state resilience funding
Mayor Klitschko revealed via Telegram that despite the timely submission of Kyiv’s resilience proposals to the Ministry for Communities and Territories Development, the government indicated that no state assistance would be forthcoming at this time. The Mayor noted that the plan was drafted with input from energy experts to address the city’s complex infrastructure needs. In response to the exclusion, municipal authorities are currently evaluating how to adjust their internal strategies and redistribute local resources to cover the shortfall left by the lack of national support.
Political friction and administrative status
Klitschko suggested that "politics is at play" regarding the government's treatment of the capital. He pointed out an administrative discrepancy in how resilience plans were processed: while other cities’ plans were signed by the heads of their respective military administrations, the government is reportedly requiring Klitschko, as Mayor, to sign Kyiv’s plan. The Mayor argued that this reflects a "special attitude" toward Kyiv, which holds a unique legal status as a city not part of the surrounding Kyiv region. This administrative friction comes as the NSDC approved resilience plans for all other regions on Tuesday.
Presidential advisor appointed to assist capital
President Volodymyr Zelenskyy addressed the difficult energy situation in the capital during a Tuesday briefing, announcing that he has proposed his advisor on infrastructure, Oleksandr Kubrakov, to assist with Kyiv’s energy sector. The President emphasized that while the state is willing to provide maximum assistance if requested, the legal powers and responsibilities for the city’s welfare lie solely with the Mayor. Zelenskyy’s move to delegate a specific advisor to oversee "joint work" with the capital suggests a desire for increased central oversight in Kyiv’s critical infrastructure management.
