Following a formal protest from Kyiv concerning the arrival of vessels allegedly transporting grain stolen by Russian forces, Israeli officials stated that the documentation submitted on April 28 contained significant factual gaps and lacked the supporting evidence required under Israeli law. According to the ministry, the Israel Police have already reached out to the Ukrainian Prosecution to solicit the missing information. The Departure of the Targeted Vessel
The immediate urgency of the legal dispute has been partially neutralized by the departure of the vessel in question. The Foreign Ministry noted on Thursday that the ship, which was originally scheduled to enter an Israeli port next week, decided to leave Israel’s territorial waters before any judicial action could be taken. This exit occurred while Israeli authorities were still in the process of reviewing the Ukrainian package of documents. The ministry emphasized that Israel remains committed to the rule of law but must adhere to its internal legal framework, which necessitates high-threshold evidence before the seizure of foreign-flagged commercial assets can be executed.
Recurring Tensions Over Port Activity in Haifa
This incident marks the second time in a month that the port of Haifa has become a flashpoint for Ukrainian-Israeli diplomacy. Kyiv previously filed a formal protest following the unloading of the Russian bulk carrier Abinsk between April 12 and April 14, which investigators believe was carrying grain illegally exported from occupied territories. Despite prior warnings from the Ukrainian Foreign Ministry about the possible origin of the cargo, that operation proceeded as planned. The more recent arrival of a second vessel prompted the summoning of the Israeli ambassador to Kyiv, signaling that the Ukrainian government views the continued admission of these ships as an inadmissible violation of international norms.
