The resolution passed with thirteen votes in favor, while Russia and China abstained. By the terms of this mandate, the Council condemned in the strongest possible terms the "egregious attacks" by Iran against its neighbors, specifically naming Kuwait alongside Bahrain, Oman, Qatar, Saudi Arabia, the UAE, and Jordan as victims of unprovoked aggression.
