The Iranian government explicitly stated that it "reserves the right to take all necessary measures" to protect its national interests and security in accordance with international law, marking a significant escalation in direct diplomatic pressure on a Balkan state.

Bulgarian Response and Neutrality Stance

In a clarifying statement, Bulgarian Deputy Foreign Minister Marin Raikov confirmed receipt of the Iranian note but maintained that "Bulgaria is not at war." Raikov clarified that while U.S. military planes have utilized Bulgarian facilities since late February, these movements are part of a broader NATO forward deployment rather than direct combat missions. He emphasized that the Bulgarian parliament has not approved any participation in military actions within the Strait of Hormuz, attempting to distance Sofia from the U.S.–led offensive while honoring treaty obligations.
