Hybrid Model for Voter Registration and Revalidation
The Independent National Electoral Commission (INEC) has officially announced a nationwide voter revalidation exercise as part of its strategic preparations for the 2027 general elections. According to an internal memo signed by Dr. Rose Oriaran-Anthony, the Commission will utilize a hybrid model that combines online participation with physical registration at designated centers. Physical hubs will be established at local government areas, registration areas, and polling units to ensure maximum accessibility for the Nigerian electorate. This decision follows a strategic retreat held in Lagos earlier this year, where the necessity of a "credible voter register" was prioritized.
Deployment of Advanced Enrollment Technology
To facilitate the exercise, INEC will deploy the INEC Voter Enrollment Devices (IVEDs) across all administrative levels. The deployment strategy includes stationing two IVEDs at every local government office, with one device assigned to each registration area and polling unit. The operations will be managed by a joint team of INEC staff and members of the National Youth Service Corps (NYSC), with two personnel assigned to every device. Resident Electoral Commissioners (RECs) have been directed to begin the immediate configuration of these devices and the sourcing of necessary personnel to ensure the system's reliability.
Fieldwork Timeline and Physical Revalidation Phases
The Commission has established a rigorous timeline for the physical aspects of the revalidation. The first phase of physical fieldwork is scheduled to commence at the local government level on April 13 and conclude on May 2, 2026. Following this, the exercise will move to registration areas from May 5 to May 11, before finally reaching polling units between May 13 and May 19. This tiered approach is designed to systematically capture data from urban centers to rural voting blocks. Voter education and publicity efforts are already active, having launched on March 1, and will continue through June 5.
