A significant legal obstacle has emerged regarding the leadership of Israel’s elite intelligence agency as a petition was filed with the High Court of Justice on Tuesday. Ori Elmakayes and Telem, the Movement for Integrity in Government, are seeking to block the appointment of Major General Roman Gofman as the next director of the Mossad. The petitioners argue that Gofman lacks the necessary integrity for the role, citing his past conduct during his tenure as commander of the IDF’s 210th Bashan Division. This legal action threatens to stall the planned transition at the head of one of the world’s most prominent intelligence organizations.
The Elmakayes Affair and Allegations of Misconduct
At the heart of the petition is Gofman’s alleged role in a highly controversial influence operation. The documents state that while Gofman was in command, intelligence soldiers under his authority transmitted classified information to Ori Elmakayes, who was seventeen years old at the time. The minor was reportedly instructed to publish the sensitive data online as part of a strategic operation. This led to Elmakayes being detained and interrogated by the Shin Bet, where he was held in isolation for two months and initially charged with espionage. Although the charges were eventually dropped after eighteen months of detention, the petitioners argue that Gofman’s authorization of these actions was a grave error in judgment.
Accusations of Dishonesty and Lack of Accountability
Beyond the initial operation, Telem alleges that Gofman demonstrated a systemic lack of trustworthiness during the subsequent investigations. The petition claims that Gofman failed to tell the truth to IDF investigators probing the incident and remained silent while Elmakayes faced severe legal proceedings. According to the movement, Gofman’s refusal to take responsibility for the abuse of a minor who had committed no offense constitutes a major ethical failure. These allegations suggest that Gofman’s conduct during the probe was as problematic as the influence operation itself, raising questions about his suitability for a high level command position.
