The debate began with Finance Minister Nicola Willis facing questions from her Labour counterpart, Barbara Edmonds. The exchange served as the committee stage of the Appropriation (Confirmation and Validation) Bill, looking back at the outcomes of Budget 2024.

The session quickly turned combative, with Edmonds highlighting the "tax cuts for landlords and tobacco companies" featured in the 2024 Budget. Willis countered by accusing the Labour Party of wanting to "fill government coffers" through tobacco revenue. The tension peaked when Edmonds took offense at being called "dishonourable" by Willis, a breach of parliamentary etiquette that required intervention from presiding officer Maureen Pugh.

Transport and the Fuel Crisis

Following the finance clash, Chris Bishop took the "hot seat" as Minister of Transport. Despite being another subject of leadership speculation, Bishop adopted a more prescriptive and direct approach to questioning.

Green MP Julie Anne Genter pressed Bishop on the $200 million in declined funding for public transport improvements in regional towns like New Plymouth, Dunedin, and Napier.
