A comprehensive nationwide assessment by the Kenya Track Survey has revealed the approval ratings for Cabinet Secretaries in President William Ruto’s administration for 2026. The study, conducted between March 15 and April 10, involved 12,126 registered voters across all 290 constituencies, using a multi stage stratified sampling approach. According to the results, Mining and Blue Economy Cabinet Secretary Hassan Joho secured the top position with an 85 percent approval rating, largely attributed to his efforts in revitalizing fisheries and maritime trade while introducing transparency reforms to the mining sector.

Service Delivery and Digitalization Drive High Scores

Public Service CS Geoffrey Ruku followed closely in second place with an 83 percent approval rating. His high ranking is tied to the expansion of Huduma Centres and the continued digitization of government services, which have notably enhanced accessibility for the general public. Tourism CS Rebecca Miano placed third at 82 percent, benefiting from a resurgence in global interest in Kenya, fueled by aggressive international marketing and the growth of cultural and conference tourism. These ratings indicate a strong public preference for ministries that demonstrate direct improvements in efficiency and national revenue.

Climate Action and Infrastructure Gains Recognition

Environment CS Deborah Barasa earned fourth place with an 80 percent rating, recognized for large scale afforestation and conservation initiatives. Housing and Lands CS Alice Wahome followed at 79 percent, with her approval linked to the steady progress of the Affordable Housing Programme and the digitization of land records. In the security sector, Defence CS Soipan Tuya ranked sixth at 78 percent, a reflection of the continued operational strength of the military and Kenya’s ongoing involvement in international peacekeeping missions.
