State Moves to Operationalize Intrastate Power Regulation

In a major shift for the regional energy sector, Governor Seyi Makinde has inaugurated the acting board of the Oyo State Electricity Regulatory Commission (OYSERC). This move is designed to reset the state’s electricity supply chain and accelerate the opening of a competitive local energy market. By establishing this commission, Oyo State is exercising its powers under the Electricity Act 2023 and the Oyo State Electricity Regulatory Commission Law 2024, which allow states to manage their own electricity ecosystems independently of federal centralisation.

Acting Leadership Appointed to Drive Institutional Take-off

The new board is led by Dahud Kehinde Shangodoyin, the Commissioner for Energy and Mineral Resources, who will serve as the acting chairman. Supporting him are Ayanniyi Taiwo (Acting Secretary), Solomon Oyekunle (Technical), Abiodun Adedoja (Strategy), and Omolara Omoremi (Legal). According to the state government, these acting appointments are intended to establish foundational systems, including licensing frameworks and tariff oversight methodologies, ahead of the formal passage of the Oyo State Electricity Market Bill, which will trigger substantive permanent appointments.

Core Focus: Licensing, Tariffs, and Consumer Protection

Acting Chairman Shangodoyin outlined the commission's primary oversight functions, which include the licensing of power generation, mini-grids, and captive power projects specifically within Oyo State. A significant portion of the commission's mandate involves tariff regulation to prevent arbitrary billing upgrades by operators and the establishment of a robust consumer protection architecture. By decentralising this oversight, the state aims to resolve disputes more rapidly and ensure that distribution companies remain accountable to local residents and businesses.
