Parallel to the political discussions, the Ad Hoc Liaison Committee (AHLC), chaired by Norwegian Foreign Minister Espen Barth Eide, focused on the immediate economic collapse facing the Palestinian Authority. The committee addressed the catastrophic consequences of Israel’s continued refusal to transfer customs clearance revenues, which has left the PA unable to pay civil servant salaries or maintain essential services. According to Jordan’s Foreign Minister Ayman Safadi, who met with Eide on the sidelines, mobilizing international aid is now a matter of humanitarian urgency to prevent a total institutional breakdown in the West Bank.
