A Fast-Growing District Without a Central Hub
Since 2023, the council had been collaborating with New Zealand Police, Fire and Emergency NZ (FENZ), and St John to create a joint "emergency services campus." The goal was to consolidate services for Selwyn—New Zealand's fastest-growing district—which currently operates out of several aging and separate sites.
Despite the agencies’ operational support for the concept, the project collapsed due to:
Funding Gaps: Agencies were unable to prioritize the new development amidst their own aging infrastructure costs.
Planning Disalignment: Selwyn Mayor Lydia Gliddon noted the difficulty in getting multiple government bodies to align their multi-year funding cycles simultaneously.
Underutilized Land: Council officials were concerned that leaving the prime Helpet Block undeveloped for an unknown period would be a disservice to the community.
