The French financial prosecutor's office (PNF) alleges that Bolloré and his associates bribed foreign officials to expand the reach of the Bolloré Group’s logistics empire. The investigation focuses on the election campaigns of:
Faure Gnassingbé (Togo): President since 2005.
Alpha Condé (Guinea): Former President (2010–2021).
According to the prosecution, Bolloré’s advertising and communications arms—specifically Havas—allegedly undercharged these candidates for campaign consulting. In exchange, the Bolloré Group reportedly received favorable treatment in the attribution of container terminal contracts in the ports of Lomé (Togo) and Conakry (Guinea).
