A Strictly Defensive Framework
The French Ministry of Defense has been careful to distinguish this initiative from ongoing offensive operations in the region. The proposed mission is framed as a "strictly defensive" effort to organize the resumption of commercial shipping once a ceasefire is reached. President Emmanuel Macron has suggested that any final framework should ideally operate under a United Nations mandate and would require the consultation of international shipping and insurance firms—and potentially the consent of Iran itself—to ensure a sustainable return to stability.
The Two-Phase Operational Plan
Military planners from France and Britain are coordinating a phased approach to reclaiming the strait:
Phase One: Mine-Hunting: Identifying and neutralizing underwater mines, a task that sources suggest is critical as the U.S. currently lacks sufficient autonomous demining capacity in the region.
Phase Two: Tanker Protection: Providing armed escorts for merchant vessels and oil tankers to prevent further seizures or drone strikes.
