Record Soil Saturation and Rising Waters

Storm Pedro arrived after a 30-day streak of continuous weather alerts across France, finding the ground unable to absorb further moisture. In the Lot-et-Garonne region, approximately 1,700 people have been evacuated since February 10 as the Garonne River continues to overflow. In Angers, Mayor Christophe Béchu described the flooding of the Maine River as a historic event, with water spreading hundreds of meters beyond its banks. Officials warn that even small amounts of additional rain are now triggering immediate runoff and further swells in major river systems.

Winds and Transport Disruptions

Beyond the rising waters, Météo France has warned of "hurricane-force" gales associated with the storm's progression. Persistent winds of 100 km/h are sweeping the southwest, with peak gusts expected to reach 140 km/h overnight near the eastern Pyrénées. These conditions have caused widespread power outages and major transport disruptions across the Basque Coast and surrounding regions. Nine additional departments remain under orange alert for rain and flooding as the storm moves toward the Mediterranean.

A Growing Climate Challenge

Government officials, including Minister for Ecological Transition Monique Barbut, have emphasized that the frequency and intensity of these storms are a sign of the "new normal" for French weather. A state of emergency is expected to be declared once the immediate danger passes to facilitate insurance claims for affected homeowners. As the storm system also impacts neighboring Spain and Portugal, European emergency services remain on high alert for what has become one of the most significant winter weather events in recent history.
