Following months of speculation, official reports indicate the aircraft has entered the flight testing phase, a mandatory prerequisite before it can be delivered to the Presidential Airlift Group. Expected to be operational no later than summer 2026, the modified jumbo jet provides a necessary workaround as the primary fleet undergoes a slow and costly transition to next-generation hardware.
Persistent Delays in the Primary Fleet Replacement
The need for a stopgap solution stems from severe setbacks in the official VC-25B program, which is currently running approximately four years behind its original operational target. While recent projections have slightly improved, the first of the two purpose-built new jets is not expected to enter service until mid-2028. Furthermore, the Air Force has yet to provide a public delivery target for the second aircraft, suggesting that the full transition to a permanent replacement fleet remains several years away.
Modifications and Mission Capabilities
While the stopgap plan is straightforward in its goal to bridge a capacity gap, the aircraft will not be a 1:1 substitute for the eventual permanent replacements. Modifications currently being tested include the addition of new aerials and high-frequency satellite communications hardware. However, analysts suggest the jet may not receive the full suite of defensive hardening and mission-system integration found on a standard Air Force One. Consequently, the aircraft may be prioritized for lower-risk missions rather than the global, wartime-capable standard expected of the final VC-25B jets.
