The Gettysburg community is navigating a period of political and legal upheaval following the arrest of its former mayor on serious felony charges. Chad-Alan Carr, 48, was taken into custody Friday, just two weeks after he resigned from his position citing "personal matters." Carr, who had served as mayor for less than a month, now faces felony counts of sexual abuse of children and criminal solicitation to commit sexual abuse of children, along with a misdemeanor count of corruption of minors. According to Adams County District Attorney Brian Sinnett, the investigation centers on allegations of grooming that occurred more than a decade ago.

Allegations of Grooming Within the Theater Community

The charges stem from a series of interactions between 2011 and 2013, during which Carr was a volunteer at Gettysburg High School and served as the executive director of the Gettysburg Community Theater. Investigators allege that Carr utilized his position of influence within the theater community to groom a teenage boy. District Attorney Sinnett stated that Carr specifically targeted the victim, providing him with disproportionate attention and kindness during his sophomore and junior years of high school before soliciting inappropriate nude photos and videos via Facebook Messenger and Skype. While other witnesses reported "inappropriate conduct," Sinnett noted that those instances fell outside the statute of limitations for criminal prosecution.

Judicial Status and Upcoming Court Proceedings

Following his arrest, Carr was processed and is currently being held at the Adams County Adult Correctional Complex on $100,000 bail. His attorney has declined to comment on the specifics of the case at this time. Reports indicate that Carr may have admitted to the veracity of the allegations to a close associate shortly before his resignation from the mayor’s office. The victim, who is now an adult, provided detailed testimony to investigators that served as the foundation for the current charges. Carr’s next scheduled appearance in court is set for March 20, where a judge will review the preliminary evidence and determine the conditions for his continued detention.
