According to the court verdict, Nguyễn Văn Dân, the director of Hoàng Dân Company, utilized his personal ties with ministry officials to secure five major bidding packages. By leveraging these high level introductions, Dân was able to influence project management boards across various provinces, effectively sidelining fair competition to ensure his company and associated contractors dominated the irrigation sector.

Quantifying the Massive Financial Toll on State Assets

The financial impact of these fraudulent activities is estimated at over VNĐ250 billion, or nearly US$9.5 million, due to the manipulated bidding environment. Furthermore, the court revealed that Dân orchestrated a sophisticated financial deception by establishing seven subsidiary companies and maintaining dual accounting systems. This secondary layer of accounting fraud, managed by finance and accounting leads Bùi Cao Nguyên and Vũ Thị Kim Liên, resulted in additional state losses totaling more than VNĐ99 billion, illustrating the depth of the conspiracy to siphon public wealth.
