The bill sought to create new criminal offenses for those knowingly benefiting from illegal gambling and expanded liability to include government employees who facilitate such operations. Although the House passed an amended version on March 11, the changes included controversial provisions allowing legal operators to relocate their licenses within specific distances. These last-minute additions created a bottleneck in the Senate, which declined to take up the amended bill in the final 48 hours of the session.

House Bill 189 and the Push for Internet Prohibitions

In the House, the most advanced standalone proposal was HB 189, a comprehensive 100-page document that explicitly targeted internet-based gambling and sports wagering. The bill aimed to solidify the Seminole Tribe’s compact as the exclusive legal avenue for digital betting while granting the Florida Gaming Control Commission (FGCC) broader enforcement authority.
