FG Deploys PICOMS Digital Platform to Eradicate Procurement Bottlenecks and Enhance Transparency in Nigeria’s Education Sector

Digital Transformation of Educational Procurement
The Federal Government has officially transitioned to an electronic oversight model for the education sector with the launch of the Procurement Compliance Monitoring System (PICOMS). Announced by the Honourable Minister of Education, Maruf Olatunji Alausa, the platform is intended to serve as a central hub for transparency, accountability, and speed. Speaking at a capacity-building workshop at the National Universities Commission (NUC) in Abuja, Dr. Alausa emphasized that the status quo of manual, fragmented procurement is no longer viable for a sector requiring rapid infrastructure development.
Addressing the Roots of Project Stagnation
According to the Ministry, the primary drivers of slow project implementation have been procedural: incomplete documentation, weak technical submissions, and significant lapses in compliance with the Public Procurement Act. These bottlenecks have historically led to stalled construction in universities and delayed equipment delivery to vocational centers. PICOMS addresses these issues by enforcing digital documentation standards, ensuring that every submission meets the required legal and technical criteria before it moves through the approval chain.
Real-Time Tracking and Automated Approvals
A key feature of the PICOMS platform is its ability to track procurement submissions in real time. This capability extends across the entire ecosystem of the Ministry, including its various agencies, commissions, parastatals, and all federal tertiary institutions. By providing a visible, digital paper trail, the system reduces the opportunities for administrative "gatekeeping" and significantly shortens the timeline between project conception and contract award. The Director-General of the Bureau of Public Procurement (BPP), Adebowale Adebukola Adedokun, noted that the system would act as a first line of defense against the "weak submissions" that frequently clog the national procurement pipeline.
