As nationwide apartment vacancy rates hit 8.6% and annual rent growth slowed to just 0.4% in early 2026, landlords have faced limited leverage to raise base rents. To compensate for operating costs that remain 40% above pre-pandemic levels, many property managers have integrated a suite of add-on charges. According to 2025 data from Zillow, 60% of renters now pay at least one non-pet fee on top of their monthly rent, covering services ranging from high-speed internet to package locker access.
The Hidden Cost of Searching for a Home
Consumer advocates highlight that the financial burden begins well before a lease is signed. Application and screening fees, which can cost hundreds or even thousands of dollars across multiple applications, are a particular point of contention.
Annual Burden: The National Consumer Law Center estimates the "excess burden" of apartment application fees at $276 million annually.
Fraud Prevention: Industry groups like the National Apartment Association (NAA) argue these fees are necessary to cover the rising costs of sophisticated fraud detection software needed to verify applications.
