Senior U.S. District Judge Harvey Schlesinger ruled on March 25 that Raymond Zumba and Brinio Urena, two 28 year old Navy veterans, will not face additional incarceration for their roles in a sophisticated wedding fraud operation. Zumba, a former petty officer, received a sentence of time served after having been in custody since February 2025. Urena, previously a Navy recruiter, was granted probation which includes four months of home confinement. The decision followed emotional testimony from Zumba, who expressed deep shame for his actions while requesting the opportunity to return to his family and pursue a college education.
The Mechanics of a Multinational Marriage Ring
The criminal enterprise, which operated out of Jacksonville, allegedly facilitated at least 14 fraudulent marriages intended to provide Chinese immigrants with illegal paths to U.S. residency. According to investigators, the scheme was not merely limited to certificates, it involved a bribery component used to secure false identity cards through a naval air station personnel office. This enabled undocumented individuals to gain access to restricted military facilities. Reports from the Florida Times, Union indicate that Zumba spearheaded the ring and recruited Urena and several others to scale the operation, eventually involving eight military members and nearly 20 participants in total.
Cooperation as a Catalyst for Reduced Sentencing
The avoidance of lengthy prison terms was largely attributed to the "substantial assistance" provided by both veterans following their arrests. U.S. Attorney David Mesrobian confirmed that Zumba and Urena were instrumental in identifying other conspirators within the fraud ring. During the sentencing hearing, Judge Schlesinger specifically questioned the prosecution regarding potential espionage, to which Mesrobian clarified that such threats were not present at the level of these specific defendants. This cooperation proved pivotal, as it allowed the government to dismantle a network that had attempted to recruit dozens of individuals into the felony plot.
