Jørgensen’s Strategic Mission to Kyiv
European Commissioner for Energy Dan Jørgensen traveled to Kyiv in February 2026 to personally oversee the deployment of a critical €1 billion energy relief package. During his visit, Jørgensen toured energy sites recently damaged by Russian missile strikes, describing the systematic targeting of civilian infrastructure as a "strategy of terror." His presence underscores the European Commission's commitment to prioritizing energy security as a core pillar of Ukraine’s defense and eventual integration into the European Union.
Immediate Relief and the 2026 Winter Plan
A significant portion of the new funding is allocated for immediate tactical relief to keep essential services running. Jørgensen confirmed that €100 million would be fast tracked for humanitarian assistance, including the delivery of large scale industrial generators to regions facing the most severe blackouts. This short term intervention is designed to stabilize the current situation while the EU begins preparations for the 2026-2027 winter season, ensuring that heating and lighting remain accessible to millions of Ukrainian citizens.
The "Repair, Rebuild, Restart" Initiative
The centerpiece of Jørgensen’s announcement is a comprehensive €920 million plan aimed at a total overhaul of the Ukrainian energy landscape. This initiative focuses on three key areas: repairing damaged thermal power plants, strengthening the physical protection of the national grid, and boosting decentralized electricity generation. Jørgensen highlighted that by moving toward smaller, localized energy sources, Ukraine can make its power system much more resilient to long range drone and missile attacks, as there will be no single point of failure.
