The Emfuleni Local Municipality (ELM) has begun formal disciplinary proceedings against several staff members following a forensic report that exposed widespread corruption within the fleet department. The investigation was initiated after auditors identified approximately R16 million in irregular expenditure during the 2023/24 financial cycle. According to internal sources, the municipality is currently navigating significant hurdles in these proceedings, as numerous implicated individuals have resigned to avoid internal accountability. Despite these departures, the administration has been directed to pursue both administrative and legal recourse against all parties involved in the irregularities.
Phantom Vehicles and Signed Invoices
The crux of the scandal involves the procurement of heavy vehicles that were paid for but never added to the municipal fleet. Forensic findings indicate that in 2022, the municipality allocated R8.7 million for the purchase of six trucks. Although invoices were officially stamped and signed to confirm the delivery of these assets, the vehicles were never actually received. This pattern of "phantom" procurement suggests a coordinated effort within the fleet department to bypass standard oversight mechanisms and facilitate illegal payments to external suppliers.
Discrepancies in Light Vehicle Procurement
Further irregularities were discovered regarding the acquisition of eight Toyota Hilux bakkies, which were purchased at a unit price exceeding R525,000. While the total expenditure for these light vehicles amounted to R4.2 million, investigators could only confirm the delivery of three units. Shockingly, even among those supposedly delivered, the municipality can only physically account for a single vehicle. The forensic report highlights a breakdown in internal controls, noting that the fleet manager and assistant fleet manager allegedly certified the deliveries while fully aware that the vehicles were not present at municipal facilities.
